1. About Us

Chengdu Tongle Health Counseling Service Center (Chengdu Tongle for short), established in 2002, is a non-profit organization initiated and independently managed by gay men, struggling against health crises like HIV/AIDS, developing gay culture and promoting gay rights.
We vision that every gay in the world is willing to live in China.

2. Our Team

Chengdu Tongle consists of 9 full-time staff and 5 part-time staff that evolves from 2 original staff; has over 400 volunteers, including nearly one hundred volunteers working on the front line.

3. Resources

Because of the political environment and funding limitations, the majority of Chengdu Tongle’s funding is restricted in the domain of HIV/AIDS. The resources of funding incorporate joint programs (like Global Fund, China-UK Project or C-MAP), government budget, universities or institutes (like Emory, Manitoba or Sichuan University), NGOs or foundations (like International AIDS Alliance, amfAR or AFAO) and corporations. In addition, Chengdu Tongle has also been actively engaging in earning unrestricted funding through investments.
Take the year of 2013 as an example: Chengdu Tongle raised RMB 2,455,500 yuan in total, in which joint programs take 48%, government budget take 17%, universities take 17%, NGOs take 14%, corporations and investment income take 2% respectively.

4. Our Work

Chengdu Tongle has been carrying out work in following aspects:
• Provide services of HIV prevention, counseling & testing, and PLHIV (People living with HIV/AIDS) care to gay men
• Organize LGBT-themed culture communication, community development and rights promotion activities
• Conduct investigations and researches on HIV prevention and LGBT issues
• Establish regional networks of LGBT community-based organizations
• Provide capacity building activities for CBOs nationwide
• Organize anti-discrimination activities and policy advocacy for sexual minorities and PLHIV

5. Influences on Community Development and LGBT Movement

Hundreds of lives have been saved thanks to Chengdu Tongle’s consecutive HIV-related services in the past decade. These ten years also forge Chengdu Tongle into one of the most representative organizations in the domains of HIV prevention and LGBT in China.
Meanwhile, Chengdu Tongle has explored effective service models of HIV prevention, counseling & testing, and PLHIV care, which contributes significantly to the standardization of HIV prevention in Chinese gay community. As the only CBO in China obtaining consecutive data of HIV prevalence of gay men, Chengdu Tongle also promotes the rationalization of national HIV prevention strategies.
Insisting on the core value of cooperation, Chengdu Tongle has sought out a way of win-win cooperation during the long-term game with governmental agencies and health service providers and explored the practical approach of “Chinese Policy Advocacy”.
Through cultural activities like 2013 Chengdu Gay Pride and 2014 SpeakOUT conference, Chengdu Tongle notably increases the visibility of LGBT in the society and promotes the mutual understanding and productive communication between LGBT and the general public.
